Proposal for new value of 0xF41C "OBD requirements for vehicle or engine" for EU electric vehicles

With EU7 law BEVs have to fulfill GTR22 requirements which demand generic scantool communication for the first time.
For the protocol detection in SAE J1979-3, the DID 0xF41C “OBD requirements for vehicle or engine” must be reported.
Because there is no adequate option existing, I like to propose “Light Duty EV EU” as a new value for 0xF41C.
